Citizen of one of the countries of the Union
It is understood that when applying Article 3 of this Agreement, the expression "country of the Union" in Articles 2-6 of the Berne Convention shall be interpreted as if it were the Contracting Party to this Agreement, when applying these Berne articles in relation to the protection provided by this Agreement. It is also understood that the expression "country not belonging to the Union" in these articles of the Berne Convention under the same circumstances shall be interpreted as if it were a country which is not a Contracting Party to this Agreement, and that "this Convention" in Articles 2(8), 2 bis (2), 3, 4 and 5 of the Berne Convention shall be interpreted as if it were the Berne Convention and this Agreement. Finally, it is understood that references in Articles 3-6 of the Berne Convention to "a citizen of one of the countries of the Union" when applying these articles to this Agreement shall mean, with regard to an intergovernmental organization which is a Contracting Party to this Agreement, a citizen of one of the member states of this organization.
