Authorities who carried out the launch
For the purposes of this Agreement, the term "authorities having jurisdiction over the launch" refers to the State responsible for the launch, or, when an international intergovernmental organization is responsible for the launch, to that international organization provided that such international organization declares its acceptance of the rights and obligations set forth in this Agreement, and that the majority of the member States of that organization are parties to this Agreement and the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies.
