Comprehensive Development Programs for Systems of Communal Infrastructure of Settlements, Urban Districts
23) comprehensive development programs for settlement communal infrastructure, city district - documents establishing lists of activities related to design, construction, reconstruction of electricity, gas, heat, water supply and sewage systems, objects used for utilization, neutralization and burial of household solid waste, which are provided respectively by schemes and long-term development programs of the unified national (all-Russian) power grid, general scheme for placement of power engineering objects, federal gasification program, corresponding interregional, regional gasification programs, heating supply schemes, water supply and sewage schemes, waste management programs. Comprehensive development programs for municipal infrastructure systems of settlements and city districts are developed and approved by local self-government bodies of such settlements and city districts based on the general plans of these settlements and city districts approved in accordance with the procedure established by this Code, and should ensure balanced, prospective development of municipal infrastructure systems in accordance with the needs for constructing capital objects construction and compliance with established requirements regarding the reliability and energy efficiency of the aforementioned systems, reduction of negative impact on the environment and human health, and improvement of the quality of goods and services supplied to consumers in the fields of electricity, gas, heat, water supply and wastewater management, as well as services related to the disposal, neutralization, and burial of household solid waste; 23) programs for the comprehensive development of municipal infrastructure systems in settlements, city districts - documents establishing lists of activities related to the construction and reconstruction of electricity, gas, heat, water supply and sewage systems, as well as facilities used for utilization, neutralization and disposal of household solid waste, which are provided respectively by schemes and programs for the long-term development of the unified national (federal) power grid, the general scheme for the placement of electric power infrastructure, the federal gasification program, and corresponding interregional and regional programs gasification, heating schemes, water supply and sewage systems schemes, waste management programs. Comprehensive development programs for municipal infrastructure systems of the settlement, city district are developed and approved by local self-government bodies of the settlement, city district based on general plans of such settlement, city district approved in accordance with procedures established by this Code, and must ensure balanced, forward-looking development of municipal infrastructure systems in line with needs for construction of capital construction objects and corresponding the established requirements for reliability, energy efficiency of these systems, reduction of negative impact on the environment and human health, and improvement of the quality of goods supplied to consumers and services provided in the areas of electricity, gas, heating, water supply and wastewater management, as well as services for disposal, neutralization, and burial of household solid waste;
