Observed party


The observed party — a Participating State or a group of Participing States over whose territory an observer flight is conducted or intended to be conducted, starting from the moment it receives notice of this from the observing Party until the completion of procedures related to that flight, or personnel acting on behalf of that Participating State or group of Participating States1.
