Observing party
The observing party — a Participating State or a group of Participing States intending to conduct or conducting an observation flight over the territory of another Participating State or group of Participating States, starting from the moment it submitted a notice of its intention to conduct such an observation flight, until the completion of procedures related to that flight, or personnel acting on behalf of this Participating State or group of Participing States1.
