Digital Rights Issuer


Digital rights issuer — a legal entity, an individual entrepreneur, a federal executive authority, an executive authority of a subject of the Russian Federation, or a local self-government body, which bear obligations towards digital rights holders on their own behalf or on behalf of a public-law entity1.
