Justification of procurement
Rationale for procurement - is carried out by the procuring entity when preparing the procurement plan, the schedule-plan and consists in establishing correspondence between the planned procurement and the objectives of conducting procurements determined taking into account the provisions of Article 13 of this Federal law (including decisions, assignments, instructions of the President of the Russian Federation, decisions, assignments of the Government of the Russian Federation, laws of the subjects of the Russian Federation, decisions, assignments of the highest executive bodies of state authority of the subjects of the Russian Federation, municipal legal acts), as well as the legislation of the Russian Federation and other regulatory legal acts on the contract system in the procurement sphere (ceased to be in force from 2019-01-01)1.
