A person suffering from a mental disorder
A person suffering from a mental disorder — a citizen of the Russian Federation or a stateless person permanently residing in the Russian Federation, a citizen of a foreign country that is a participant in the Convention or a stateless person permanently residing in a foreign country that is a participant in the Convention, who has committed a socially dangerous (criminal punishable) act while in a state of non-compliance and with respect to whom there is an enforceable court decision respectively from the court of a foreign country that is a participant in the Convention or from the court of the Russian Federation on the application of compulsory medical measures1.
