Systematic violation of the established schedule
Systematic violation of the established schedule - means failure by the carrier to perform more than twenty-five percent of flights provided for in the schedule within a calendar month, as identified through analysis of the results of control activities without interaction with legal entities, individual entrepreneurs, consideration or preliminary inspection of complaints and statements submitted to state control (supervision) authorities, including from individual entrepreneurs and legal entities, information from state authorities, local self-government bodies, and mass media. Flights that are not performed due to road traffic accidents caused by other road users, reduction in the speed of vehicles caused by adverse weather conditions or traffic jams on highways, temporary restrictions or bans on vehicle movement in border zones, cessation of operations at a bus station or bus stop1 are not considered as unperformed flights.
