Right to a Justified Risk


The right to a justified risk refers to the allowance of the possibility that an agent may not achieve the development of technologies and the recipient of such means may not attain the planned characteristics (effects), as well as the allowance of the possibility of devaluation of financial and other assets of the recipient of such means due to the failure to achieve the planned characteristics (effects) in connection with the level of risk of such activities within the permissible level of risks, established in accordance with the procedure for determining the permissible level of risks, including financial ones, and basic criteria for their management, approved by the Government of the Russian Federation, provided that measures are implemented to carry out expert evaluation, control, and monitoring of technology development projects in accordance with Article 23 of this Federal law1.
