Voluntary surrender of precursors of narcotic drugs or psychotropic substances, plants containing such precursors, or parts of such plants — a person who has committed an offence provided for in this article and voluntarily surrendered the precursors of narcotic drugs or psychotropic substances, plants containing such precursors, or parts thereof containing such precursors, and actively contributed to the detection or prevention of crimes related to the illegal circulation of precursors of narcotic drugs or psychotropic substances, as well as to the unlawful acquisition, storage, transportation of such plants or their parts containing precursors of narcotic drugs or psychotropic substances, and to the exposure of persons who committed such offences, and the discovery of property obtained through criminal means, is exempt from criminal liability for this offence. It cannot be considered as voluntary surrender of precursors of narcotic drugs or psychotropic substances, plants containing precursors of narcotic drugs or psychotropic substances, or parts thereof containing such precursors, their seizure during the detention of a person, as well as during the conduct of investigative actions for their discovery and seizure1.
