Vessel restricted in its ability to maneuver
The term "vessel restricted in its ability to maneuver" means a vessel which, because of the nature of the work it is engaged in, is restricted in its ability to maneuver as required by these Rules and therefore cannot give way to another vessel.
The following vessels should be regarded as vessels restricted in their ability to maneuver:
i) a vessel engaged in the installation, maintenance or removal of navigational aids, laying, surveying or lifting of submarine cables or pipelines;
ii) a vessel engaged in dredging, oceanographic, hydrographic or underwater operations;
iii) a vessel engaged on passage in the replenishment of supplies or the transfer of persons, provisions or cargo;
iv) a vessel engaged in the support of the take-off or landing of aircraft;
v) a vessel engaged in mining trawling;
vi) a vessel engaged in a towing operation which significantly restricts the ability of the towing and towed vessels to deviate from their course
