The principle of separating revenues, expenditures, and sources of financing budget deficits


The principle of separating revenues, expenditures, and sources of financing budget deficits means the allocation, in accordance with Russian Federation legislation, of revenues, expenditures, and sources of financing budget deficits to the budgets of the Russian Federation's budget system, as well as defining the powers of state authorities (local self-government bodies) and management bodies of state extra-budgetary funds regarding the formation of budget revenues, sources of financing budget deficits, and the establishment and fulfillment of expenditure obligations by public-law entities1.
