Green channel for the purposes of goods declaration
7. The "green" channel is intended for the declaration by a physical person of goods moved across the customs border of the Russian Federation that are not subject to written declaration. In this case, the passenger customs declaration is not filled out or submitted to a customs authority official. Crossing by a physical person the green (white) line at the entrance to the "green" channel is considered as their statement that the goods moved across the customs border of the Russian Federation are not subject to written declaration, and it attests to facts having legal significance
