Refusal to grant access to participate in procurement - rejection of an application to participate in a competition, refusal to grant access to participate in an auction, recognition that an application to participate in the procurement of goods, works or services does not meet the requirements of the competition documentation, auction documentation, removal of a participant from participation in a competition, auction (hereinafter in this part - refusal to grant access to participate in procurement) on grounds not provided for by Russian Federation legislation on the contract system in the field of procurement, recognition that an application to participate in a competition is proper and meets the requirements of the competition documentation, recognition that an application to participate in an auction is proper and meets the requirements of the auction documentation, in cases where such an applicant should be refused access to participate in procurement in accordance with the requirements of Russian Federation legislation on the contract system in the field of procurement, or violation of the procedure for opening envelopes containing applications to participate in a competition, closed auction and (or) granting access to such applications submitted in electronic form documents, violation of the procedure for consideration and evaluation of such applications, final offers of participants in procurement, as established by the tender documentation (ceased to be in force from 2025-03-01)¹.
