Non-fulfillment by the communication operator of the obligation to ensure the implementation of established requirements for networks and communication means

Failing by the communications operator to fulfill the obligation to ensure compliance with established requirements for networks and communication equipment — conducting, by the communications operator within the territory of a subject of the Russian Federation, activities in the field of providing telecommunications services on the basis of a license, under which such an obligation is defined by licensing requirements and under which the corresponding territory for providing the telecommunications service is defined, in the absence of acts issued by the authorized federal executive body (federal bodies) provided for by federal laws and other normative legal acts adopted in accordance therewith, allowing the commissioning of technical equipment for conducting such activities, or confirmation by the communications operator of the implementation of an approved plan of measures for introducing technical equipment for conducting operational-investigative activities, agreed with the territorial body of the Federal Security Service¹.
