Supremacy in the Russian Armed Forces
33. Supremacy is one of the basic principles of building the Armed Forces, their command, and relations between military personnel. Supremacy implies granting the commander (head) full authority to manage subordinates and imposing personal responsibility upon him before the state for all aspects of the life and activities of a military unit, subdivision, and each serviceman.
Supremacy is manifested in the right of the commander (head) to make decisions unilaterally, based on a comprehensive assessment of the situation, issue appropriate orders in accordance with established procedures, and ensure their implementation
