Foreign applicant - foreign states, their physical and legal entities, competent international organizations (hereinafter in this chapter - foreign applicants)¹.

Foreign applicant - foreign states and competent international organizations, as well as citizens of foreign states and legal entities of foreign states authorized by foreign states or competent international organizations².

Foreign applicant - citizens of foreign states and legal entities of foreign states, foreign states and competent international organizations (hereinafter in this chapter - foreign applicants)³.

Foreign applicant - citizens of foreign states and legal entities of foreign states, foreign states and competent international organizations (ceased to be in force on 2001-08-08)⁴.
