Cargo of a third state
Third country cargo - cargo for which the owner and (or) shipper or consignee is a legal entity registered in a state other than the loading state and the unloading state of the vehicle, or a physical person who is a citizen of a state other than the loading state and the unloading state of the vehicle, or a stateless person residing in a state other than the loading state and the unloading state of the vehicle1.
