Sources of Internal Financing of Local Budget Deficit
The sources of internal financing of the deficit of the local budget include:
the difference between the funds received from the placement of municipal securities, the nominal value of which is stated in Russian rubles, and the funds directed to their repayment;
the difference between the credits obtained by the municipal formation from credit organizations in Russian rubles and the credits repaid by the municipal formation in Russian rubles;
the difference between the budgetary loans received by the municipal formation in Russian rubles and the budgetary loans repaid by the municipal formation in Russian rubles, provided to the local budget by other budgets of the Russian Federation budget system;
the difference between the budgetary loans received in foreign currency from the Russian Federation and the budgetary loans repaid by the municipal formation in foreign currency, provided within the framework of the use of targeted foreign credits (loans);
changes in the balances of funds on accounts for accounting of local budget funds during the relevant financial year;
other sources of internal financing of the deficit of the local budget.
Other sources of internal financing of the deficit of the local budget include:
revenues from the sale of shares and other forms of participation in capital owned by the municipal formation;
exchange differences on funds of the local budget;
the amount of funds allocated for the performance of guarantees by the municipal formation in Russian rubles, if the performance of municipal guarantees by the guarantor leads to the emergence of a right of regressive claim by the guarantor against the principal or is conditioned upon the assignment to the guarantor of the rights of the beneficiary to claim against the principal;
the amount of funds allocated for the performance of guarantees by the municipal formation in foreign currency, provided by the Russian Federation within the framework of the use of targeted foreign loans (borrowings), if the performance of municipal guarantees by the guarantor leads to the emergence of a right of regressive claim by the guarantor against the principal;
the amount of funds directed towards the repayment of other debt obligations of the municipal formation in Russian rubles;
the difference between the funds received from the return of budget loans provided by the local budget to legal entities, and the amount of budget loans provided by the local budget to legal entities in Russian rubles;
the difference between the funds received from the return of budget loans provided by the local budget to other budgets of the Russian Federation budget system, and the amount of budget loans provided by the local budget to other budgets of the Russian Federation budget system in Russian rubles
