State Bank of Child Data

The State Child Database is a collection of state information resources formed at the level of subjects of the Russian Federation (regional child databases) and at the federal level (federal child database), as well as information technologies that enable the processes of collecting, processing, accumulation, storage, search, primary accounting of data on children left without parental care, providing documented information on children left without parental care and eligible for placement in families in accordance with Russian Federation legislation, to citizens wishing to take children into their families, documented information on living and upbringing conditions of minors under guardianship who are children left without parental care (hereinafter - minors under guardianship), and information on the fulfillment by guardians (custodians) of minors under guardianship of requirements for the performance of their duties (hereinafter - information on the living and upbringing conditions of minors under guardianship), as well as provision of documented information on citizens wishing to take children into their families for upbringing, citizens who have been deprived of parental rights or have had their parental rights restricted, citizens who have been removed from the duties of guardian (tutor) due to improper performance of legal obligations imposed upon them, former adopters if adoption has been annulled by court at their fault, to executive authorities of the subjects of the Russian Federation which, in cases established by Article 122 of the Family Code of the Russian Federation, organize the placement of children left without parental care for upbringing in families, and guardianship and custody authorities which, in accordance with Article 121 of the Family Code of the Russian Federation, identify children left without parental care, keep records of such children and ensure protection of their rights and interests¹.
