Procedure (Scientific Use of an Animal)


The term "procedure" means any form of experimental or other scientific use of an animal capable of leading to long-term damage, pain, suffering or distress, including any intervention likely or capable of leading to the birth of an animal under such conditions, provided that the least painful methods currently accepted in modern practice (i.e., "humane" methods) of killing the animal or its marking are excluded. A procedure begins at the moment when the animal is first prepared for use and ends when all necessary observations relating to this procedure have been completed. The exclusion of long-term damage, pain, suffering or distress resulting from the effective application of anesthesia, analgesia or other methods does not remove the use of an animal from the scope of this definition.
