Unpaid individual
An unbilled individual - an individual who has not presented the authorized carrier's personnel with valid travel documents (tickets) during a check in the train or upon exiting through a control point with a valid travel document (ticket) or documents confirming the right to free or discounted travel, is considered unbilled1.
