The administrator of sources of external financing of budget deficits is a state authority that, in accordance with the legislation of the Russian Federation, has the right to carry out state external borrowings, conclude credit agreements and contracts denominated in foreign currency for attracting loans, provide state guarantees in foreign currency (ceased to be in force as of 2007-04-26)¹.
