Inaccessible or remote areas
Remote or inaccessible areas — no more than 30 percent. When multi-mandate electoral districts are formed, approximate equality of the number of voters per deputy mandate is ensured. The deviation in the number of voters in a multi-mandate electoral district from the average representation norm multiplied by the number of deputy mandates in that district cannot exceed 10 percent of the average representation norm, and in remote or inaccessible areas — 15 percent of the average representation norm1.
