The number of voters and referendum participants who took part in the elections or referendum is determined by the number of signatures of voters and referendum participants in the list of voters and referendum participants who voted inside the polling station on election day, and by the number of entries in the list of voters and referendum participants indicating that a voter or referendum participant voted outside voting premises or early ¹.
