Individual entrepreneurs and commercial organizations that are not residents of the port special economic zone — in relation to the construction and operation of infrastructure objects of the port special economic zone and infrastructure objects created within the boundaries of land plots provided by the management body of the port special economic zone to residents of the port special economic zone¹.
