Objective change in the conditions of an organization's activities within the communal complex — changes in Russian Federation legislation, inflation growth exceeding the level of inflation taken into account in calculations when setting tariffs, changes in fuel and energy resource tariffs exceeding the sizes established by normative legal acts of the Russian Federation, as well as changes in other conditions determined in accordance with procedures established by the Government of the Russian Federation¹.
