The establishment or change of the boundaries of populated areas, as well as the inclusion of land plots into the boundaries of populated areas or the exclusion of land plots from the boundaries of populated areas — is the reclassification of lands of populated areas or land plots that are part of such lands into another category, or the reclassification of lands or land plots that are part of such lands from other categories into lands of populated areas¹.
