Foreign Citizen-Merchant Seaman
A foreign citizen seafarer — seafarers who are members of the crews of non-military vessels of foreign states, in the case of going ashore and temporary stay for more than twenty-four hours on the territory of a Russian Federation port open to the entry of non-military vessels of foreign states, or a port city of the Russian Federation1.
