Head of the Counter-Terrorist Operation
The head of a counter-terrorism operation is the person who, in accordance with paragraph 2 of Article 12 of this Federal law, made a decision to conduct a counter-terrorism operation and is therefore considered the head of the counter-terrorism operation, bearing personal responsibility for its implementation1.
