7. The chairperson of the river basin council is the head of the relevant territorial body of the Federal Agency for Water Resources.
8. The chairperson of the river basin council:
prepares the agenda for meetings of the river basin council;
organizes the work of the river basin council and presides over its meetings;
signs minutes of meetings of the river basin council;
submits proposals on changes to the composition of the river basin council;
sends information about the activities of the river basin council and decisions made by the river basin council to heads of state authorities, local self-government bodies, as well as other interested parties;
distributes duties among his deputies and members of the river basin council
