The maximum index of change in the amount of fees paid by citizens for residential premises - is established when the set and volume of consumed services remain unchanged. When applying the maximum indices of changes in the amount of fees paid by citizens for residential premises and the maximum indices of changes in the amount of fees paid by citizens for utility services, the difference in payment amounts arising due to changes in the volume of benefits and subsidies provided to citizens in accordance with legislation is not taken into account (ceased to be effective as of 2012-12-29)¹.
