Conclusion on the necessity of considering the petition by the Commission or on the absence of such necessity — conclusions regarding the necessity of considering this petition by the Commission or on the absence of such necessity. When preparing conclusions on the presence or absence of the necessity for the Commission to consider the petition provided for in paragraph 1 of article 10.2 of this Federal law, the federal executive body in the field of defense and the federal executive body in the field of security take into account the presence or absence of the necessity for the Commission to impose on the applicant one or several obligations provided for in paragraphs 1 and 1.1 of article 12 of this Federal law¹.
