Non-compliance of a candidate for the position of sole executive body of a credit organization or head of a branch of a credit organization is understood as the absence in the candidate of higher education and experience in managing credit organizations, departments or other units of credit organizations related to the performance of banking operations, or experience in managing persons recognized in accordance with Article 76.1 of the Federal Law "On the Central Bank of the Russian Federation (Bank of Russia)" as non-credit financial organizations (excluding pawnshops), or experience in managing a foreign bank (a department or other unit of a foreign bank related to the performance of banking operations), foreign persons who, in accordance with their personal law, carry out types of activities similar to those specified in Article 76.1 of the Federal Law "On the Central Bank of the Russian Federation (Bank of Russia)" (excluding pawnshop activities), provided there is an agreement between the Bank of Russia and the authorized supervisory authority of the relevant foreign state on the exchange of information in a form accepted in international practice, or experience in holding senior positions in the government authorities of the Russian Federation, government authorities of the subjects of the Russian Federation, the Bank of Russia, as well as in state corporations (if their job responsibilities included managing departments related to conducting banking operations) for at least two years¹.
