Air carrier of one contracting party means, with respect to the Russian Federation, an air carrier over which the Government of the Russian Federation or citizens of the Russian Federation exercise actual control and ownership, and, with respect to the Hong Kong Special Administrative Region - an air carrier established and having its principal place of business within the territory of the Hong Kong Special Administrative Region1.
