The item subject to inspection -- a) with respect to inspections of heavy bombers at air bases, in storage locations for heavy bombers, and in locations where heavy bombers are being modified or decommissioned within the boundaries indicated on the inspection site diagram, -- a heavy bomber of the inspecting Party; b) applicable to inspections at facilities that are not the ones specified in sub-item a) of this paragraph - ICBMs or IRBMs, the first stage of an ICBM or IRBM, which is maintained, stored and transported by stages, or a mobile launch platform1.
