The competent authority issuing the document confirming the ability and willingness of adoption candidates to adopt a child is: from the Russian Side - the guardianship and custody authority at the place of residence of the adoption candidates; from the French Side - the chairman of the general council of the department of the French Republic at the place of residence of the adoption candidates or his representative1;
