Sources of external financing of the federal budget deficit
2. The sources of external financing of the deficit of the federal budget include:
the difference between the funds received from the placement of government loans, which are carried out by issuing government securities in the name of the Russian Federation and whose nominal value is denominated in foreign currency, and the funds directed for their repayment;
the difference between the foreign currency credits obtained and repaid by the Russian Federation from foreign states, including targeted foreign credits (loans), taking into account the funds transferred from the federal budget to Russian suppliers of goods and/or services for export in payment of the state external debt of the Russian Federation, international financial organizations, other subjects of international law, and foreign legal entities;
the difference between the foreign currency credits obtained and repaid by the Russian Federation from credit institutions.
Other sources of external financing of the deficit of the federal budget include:
the amount of funds allocated for the fulfillment of state guarantees by the Russian Federation in foreign currency, if the fulfillment of such guarantees by the guarantor leads to the emergence of a right of regressive claim by the guarantor against the principal or is conditioned upon the assignment to the guarantor of the rights of the beneficiary to claim against the principal;
the difference between the funds received by the federal budget for the repayment of the principal debt of foreign states and (or) foreign legal entities to the Russian Federation, and the funds directed towards the provision of state financial and state export credits;
other sources of external financing of the deficit of the federal budget
