Outstanding debts related to housing and communal services
a) accounts receivable related to activities in the provision of housing and utilities services are understood as:
debt of consumers of housing and utilities services - citizens who rent residential premises, citizens who own residential premises, budgetary organizations, industrial enterprises and other consumers;
debt of budgets at all levels for financing enterprises of the housing and utilities sector aimed at compensating losses from the implementation of services at regulated prices, compensation of differences in tariffs for housing and utilities services, compensation of benefits and subsidies for payment of housing and utilities services provided to citizens;
budget debt for financing expenses arising from production activities not included in the formation of an economically justified tariff;
