Federal Ministry
a) is a federal executive body responsible for developing state policy and normative legal regulation in the areas of activity established by acts of the President of the Russian Federation and the Government of the Russian Federation. The federal ministry is headed by a minister of the Russian Federation who is a member of the Government of the Russian Federation (federal minister);
b) on the basis and in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, independently carries out legal regulation within the established sphere of activity, except for matters whose legal regulation, in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, is carried out exclusively by federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation;
