Terrorist attack
A terrorist act is the direct commission of a crime of a terrorist nature in the form of an explosion, arson, use or threat of use of nuclear explosive devices, radioactive, chemical, biological, explosive, toxic, poisonous, and highly potent substances; destruction, damage, or seizure of vehicles or other objects; an attack on the life of a government or public figure, representative of national, ethnic, religious, or other population groups; taking hostages, kidnapping; creating a danger of causing harm to the lives, health, or property of an unspecified group of people by creating conditions for technological accidents or disasters or a real threat of such danger; dissemination of threats in any form and by any means; and other actions that create a risk of human death, significant property damage, or other socially dangerous consequences (Federal Law "On Counteracting Terrorism")
