All-Russian Congress of Advocates
1. The highest organ of the Federal Chamber of Advocates is the All-Russian Congress of Advocates. The Congress is convened no less frequently than once every two years. The Congress is considered competent if representatives from at least two-thirds of the bar associations of the subjects of the Russian Federation participate in its work.
Bar associations have equal rights and equal representation on the Congress. Each bar association, regardless of the number of its representatives, has one vote when decisions are adopted.
