"Delivery point" means a place of performance of obligations by a heating supply organization or a unified heating supply organization, located at the boundary of the balance ownership of the heat-consuming equipment or the consumer's thermal network and the thermal network of the heating supply organization, or a unified heating supply organization, or a thermal network organization, or at the connection point to an ownerless thermal network;
