c) "signature" means either the stage of concluding a contract, or the form of expressing the consent of the Russian Federation to the binding nature of an international treaty for it, if the treaty provides that signature has such effect, or otherwise established by agreement between the Russian Federation and other participating states in the negotiations that the signature should have such effect, or the intention of the Russian Federation to give the signature such effect is inferred from the authority of its representative or was expressed during the negotiations;
