3. The commander of the crew of a piloted space object of the Russian Federation is appointed as an astronaut who is a citizen of the Russian Federation.

The commander of the crew of a piloted space object of the Russian Federation is vested with full authority necessary for carrying out the space flight, managing the crew and other persons participating in the flight.
The commander of the crew of a piloted space object of the Russian Federation within the scope of his powers is responsible for the implementation of the flight program, safety of the crew and other persons participating in the flight, as well as for the preservation of the space object and property located on it.
