Major transaction of a budgetary institution
For the purposes of this Federal Law, a major transaction is deemed to be a transaction or several interrelated transactions involving the disposal of monetary funds, alienation of other property (which, in accordance with federal law, a budgetary institution is entitled to dispose of independently), as well as the transfer of such property for use or as collateral, provided that the price of such transaction or the value of the alienated or transferred property exceeds 10 percent of the balance sheet value of the assets of the budgetary institution, determined based on data from its accounting reports as of the last reporting date, unless the charter of the budgetary institution provides for a lower threshold for major transactions
