1. State needs are understood as the requirements of the Russian Federation and state customers for goods, works, and services necessary for the performance of functions and powers of the Russian Federation and state customers (including for the implementation of federal target programs), for the fulfillment of international obligations of the Russian Federation, including for the implementation of inter-state target programs in which the Russian Federation participates (hereinafter also referred to as federal needs), or the requirements of the subjects of the Russian Federation and state customers for goods, works, and services necessary for the performance of functions and powers of the subjects of the Russian Federation and state customers, including for the implementation of regional target programs (hereinafter also referred to as the needs of the subjects of the Russian Federation). Needs of federal budgetary institutions and budgetary institutions of the subjects of the Russian Federation are understood as needs for goods, works, and services of the respective budgetary institutions (regardless of the sources of financial support) provided by federal budgetary institutions and budgetary institutions of the subjects of the Russian Federation
