The Court may involve a specialist in the case to obtain consultations, explanations, and provide other technical assistance when examining evidence, including deciding on the necessity of conducting an expert examination (articles 50, 169 of the Russian Code of Administrative Procedure).
It should be noted that a specialist cannot be involved person, who is in a subordinate or other dependency relationship with the parties involved in the case, for example, member of the commission by consideration of disputes regarding the results of cadastral value determination (article 33 of the Russian Code of Administrative Procedure (RF APC)).
