Youth organizations are non-profit organizations established in accordance with federal legislation and registered in the manner prescribed by law on the territory of the city of Moscow, or public associations operating on the territory of the city of Moscow without registration as a legal entity, where not less than 75 percent of members (and in public associations that do not have membership, not less than 75 percent of individuals who have documented expressed support for the goals of these organizations, associations and/or their specific actions and participate in their activities) are citizens under the age of 30¹
